New Test Session Rules
Effective January 1, 2003
For tests conducted by
HFSC * IFSC * FSCoTx
Effective with test sessions commencing after January 1, 2003, the following rules and requirement shall be in force for any participant who desires to test on sessions sponsored by the coalition group of Houston FSC, Iceland FSC and FSC of Texas, hereinafter referred to as the Coalition.
1.)
All test applications will be mailed to the Houston FSC test chair (until further notice). The address is:

2.)
All submitted applications should be completely filled out and payment for test fees and judges food fee should accompany, or be attached to application. Any applications not meeting these requirements shall be rejected and immediately returned to the applicants address listed on test form submitted. Please note that non-members of our coalition group (IFSC, HFSC & FSCT) are also required to provide a letter of good standing along with test application. Please also note there is a $15.00 late fee required if postmarked after the deadline. If you are mailing it late, include the late fee or your application will be rejected immediately and sent back to you. It is your responsibility to know what postmark will be on your envelope! You will not be notified that your application arrived late, but if it arrives late without late payment fee enclosed, your application will be mailed back to you along with any form of payment enclosed.

Any test application handed to a coalition test chair or other board member of one of our clubs will still be acceptable, however, all non-mailed test applications will be treated as standby applications. They will be considered after all mailed applications have been processed (including late applications).
4.)
Any skater canceling a test seven (7) days or less prior to a test, shall not be entitled to a refund of any fees, no matter how many tests are scheduled. Skaters providing eight (8) days notice or more shall be entitled to a full refund of all monies paid for tests scheduled. Skaters, who are injured or incur illness during the seven (7) days prior to testing, may be entitled to a full refund. A letter from a duly licensed medical physician-stating skater was ill or injured and advising against skating activity until after the test date will be required. Otherwise, all test fees will be retained by club coalition.
5.)
If a test applicant is unable to test, due to injury or non-preparedness, those applicants will have to resubmit a new test application and new payment for a future test session. Our test chair coalition will not forward (roll to the next session) test applications to a future test session. All test applications and checks/money orders for applicants who will not be testing will be destroyed, unless you attach a self addressed stamped envelope so your check/money order may easily be returned.

If a skater is taking a contingent test and fails the underlying test, the contingent test fees shall be retained by club coalition.
7.)
Test chairs of our coalition will make every effort to accommodate those desiring to test. Sometimes the judging resources are difficult to obtain, or too expensive to obtain, and we reserve the right to decide who will test for a given session, based upon the judging resources we are able to obtain. We will design a test format theme (High FS, High Dance, etc) for the year to allow participants time to plan accordingly.
8.)
Deadlines for tests taking place after January 1st, 2003 will be expanded to 21 days before the test date, to allow test chairs to notify coaches who will or won't be able to test at a given test session. The test chairs feel the expanded deadline will assist skaters, their parents (if applicable) and their coaches ample time to adjust training schedules if testing or otherwise if not.
9.)
With test sessions commencing after January 1st, 2003, test chairs will not communicate directly with participants or their parents (if applicable). All communication will take place between test chairs and coaches of participants. If you have any questions pertaining to your status on a given test session, your communication should be directed to your coach. Test chairs will notify coaches directly, as soon after the deadline as possible, who will or won't be testing at a given test schedule. Any attempt by a participant (or parent of participant) to communicate directly with a test chair to determine your status on a test session may disqualify the participant from the test session altogether. Anyone disqualified from a test session will be required to pay an administrative fee of $25.00. This amount would have to be paid in full, in order to become eligible to test at future test sessions sponsored by our coalition. THE ONLY EXCEPTION to this requirement would be participants who are testing who do not have a coach and did not list one on their test application.
